Mov-EV trucks

The MOR-EV Trucks Program is designed to reduce air pollution emissions in Massachusetts by increasing the use of medium duty/heavy duty on-road electric vehicles, including trucks, buses and vans.

It offers rebates for public and private purchases or leasing of qualified new vehicles registered in the Commonwealth and maintained for at least 48 months. Rebates apply to both individual vehicles and fleet acquisitions.

Purchases or leases made on or after February 16, 2021 are eligible.

An additional 10% may be added to the currently available incentive block value for vehicles above 14,000 pounds GVWR if the vehicle is registered in or will operate more than 50% of the time within census block groups that meet the State's Environmental Justice Income Criteria.

MOR-EV Trucks Offers Rebates and Vouchers for:

battery

Battery electric and fuel cell electric vehicles

Vehicles with a sales price of more than $50,000

Program Requirements:

  • MOR-EV Trucks program is strictly for the purchase or lease of battery electric and fuel-cell electric on-road vehicles with:
    • a sales price of more than fifty thousand dollars ($50,000)
    • a gross vehicle weight rating (GVWR) of more than 8,500 pounds
    • purchased or leased on or after February 16, 2021 (eligible vehicles)
  • Rebates and vouchers are available to both public and private (personal and commercial) purchases
  • Public fleet purchases may be removed from eligibility for MOR-EV Trucks Program in the future if an alternative program is established targeting electrification of public fleets
  • MOR-EV Trucks Program incentive recipients must retain ownership of the vehicle(s) incentivized for a minimum of 48 consecutive months immediately after the vehicle(s) purchase or lease date
  • If a vehicle is leased, lease terms of at least 48 months are required for program eligibility
  • Resale of a MOR-EV Trucks Program vehicle for financial gain within 48 months is prohibited
  • MOR-EV Trucks incentives will not be provided to vehicle purchases or leases which receive funds from the Massachusetts Department of Environmental Protection (MassDEP) Volkswagen Settlement-Funded Grant & Incentive Programs or MassDEP Diesel Emissions Reduction Act (DERA) programs
  • Recipients of the United States Environmental Protection Agency’s DERA grants may be eligible to receive MOR-EV funding as well. Applicants should contact the program administrator to confirm eligibility
  • MOR-EV Trucks Program incentive recipients will be subject to a data provision requirement, which shall require reporting to the DOER the vehicle miles traveled at a minimum during the first year of operation to inform future programs and policies
  • All applicants must sign and submit the MOR-EV Trucks Applicant Terms and Conditions prior to or at the time of their application for a rebate or voucher

IMPORTANT NOTES

  • Applicants may only reserve a maximum of 10% of an available block; subsequent rebates to that fleet owner will be at the following block decline regardless of if the previous block is filled
  • Incentive values decline by 15% following each full block. Incentives will remain static at Block 3 values until the Department of Energy Resources completes a program review
  • Vehicle eligibility will be determined on a case-by-case basis
  • Applications require a signed copy of the MOR-EV Trucks Terms and Conditions

Application Process for Vehicles with a GVWR 8,501 – 14,000 pounds

To be eligible for a MOR-EV Trucks rebate, vehicles must meet the following requirements:

  • The vehicle must be a battery electric vehicle (BEV) or fuel cell electric vehicle (FCEV)
  • The vehicle must have a final sales price above $50,000
  • The vehicle must have a Gross Vehicle Weight Rating (GVWR) between 8,501 pounds – 14,000 pounds
  • The vehicle purchase or lease must be fully executed. Vehicles purchased or leased on or after February 16, 2021 are eligible to apply for a rebate.
  • The vehicle must have an active registration with the Massachusetts Registry of Motor Vehicles

REBATE APPLICATIONS

To begin the application process, please submit copies of the following documents to the MOR-EV Trucks email

  • Signed Applicant Terms and Conditions
  • Purchase or Lease Agreement complete with:
    • Purchaser's name and address
    • Date of Purchase
    • Sales Price
    • Vehicle Identification Number (VIN)
    • Signature of Buyer
  • RMV vehicle registration
  • Proof of residency
    • If applying as an individual, a copy of a Massachusetts driver license or other valid form of Massachusetts residency as approved by the Administrator. If applying as an organization such as a business, nonprofit, etc.: a copy of a local business license, articles of incorporation, articles of organization, statement of information, or other formation document filed with the Massachusetts Secretary of State. Other forms of documentation, such as a written attestation, may be accepted by DOER on a case-by-case basis. Please contact the program administrator for more information.
  • A document that confirms the vehicle GVWR such as a Manufacturer’s Certificate of Origin

Application Process for vehicles with a GVWR 14,001 – 33,001+ pounds

VOUCHER APPLICATIONS MUST BE SUBMITTED PRIOR TO PURCHASING OR LEASING AN ELIGIBLE VEHICLE. AFTER THE APPLICATION IS APPROVED, THE APPLICANT HAS 12 MONTHS TO SUBMIT FINAL DOCUMENTATION TO REDEEM THE VOUCHER AND CLAIM THE REBATE.

To be eligible for a MOR-EV Trucks voucher, vehicles must meet the following requirements:

  • The vehicle must be a battery electric vehicle (BEV) or fuel cell electric vehicle (FCEV)
  • The vehicle must have a final sales price above $50,000
  • The vehicle must have a Gross Vehicle Weight Rating (GVWR) above 14,001 pounds
  • Note: Vouchers are available to both direct purchases and purchases through third-party bulk orders

VOUCHER APPLICATIONS

To begin the application process, please submit copies of the following documents to the MOR-EV Trucks email

  • Signed Applicant Terms and Conditions
  • Proof of Intent to Purchase including the sales price and GVWR, such as:
    • Purchase Order
    • Reservation agreement with deposit of at least 10% of quoted vehicle price
    • Signed bulk purchase participant agreement
    • A signed letter of intent with a description of the vehicles that will be purchased/leased

If applying for Environmental Justice Adder:*

  • Operational Route Map, Delivery Site or Driver Assignment Documentation

*If the vehicle operates more than 50% of the time within census block groups that meet the State’s Environmental Justice Income Criteria an additional 10% may be added to the rebate. Qualifying documentation must be submitted at the time of rebate or voucher application.

VOUCHER REDEMPTIONS

To redeem the approved voucher, please submit the following documents within 12 months of voucher approval to the MOR-EV Trucks email:

  • Copy of originally issued voucher with unique voucher ID #
  • Copy of MA registration for vehicle
  • Proof of payment or lease (one of the following required)
    • Final paid invoice/receipt for purchase
    • Final bulk purchase participant agreement
    • Final lease contract including length of term
  • Proof of residency
    • If applying as an individual, a copy of a Massachusetts driver license or other valid form of Massachusetts residency per implementation manual. If applying as an organization such as a business, nonprofit: a copy of a local business license, articles of incorporation, articles of organization, statement of information, or other formation document filed with the Massachusetts Secretary of State. Other forms of documentation, such as a written attestation, may be accepted by DOER on a case-by-case basis. Please contact the program administrator for more information.

Voucher Extentions

Applicants may apply for a voucher extension at any point within the 12 month period following the voucher approval. Voucher extensions are available for up to an additional nine months. No more than one extension will be granted per voucher. A voucher that is not extended or redeemed within 12 months will be deemed expired and canceled. Nine-month extensions may be granted solely at DOER’s discretion and are not guaranteed to be approved.
