MOR-EV Standard Rebate

Eligibility for MOR-EV Standard

To receive a MOR-EV rebate for a new eligible vehicle, the following requirements apply:

1. Rebate recipients must be either a private individual who is a resident of Massachusetts, or a business or non-profit organization located and licensed to operate in Massachusetts. Proof of Massachusetts residency will be required to complete a MOR-EV application. Governments and other entities are not eligible to apply.
   1. Active-duty military members stationed in Massachusetts with a temporary Massachusetts residential address, but with permanent residency in another state are eligible to apply and may use military orders in lieu of other proof of residence documentation.
2. Rebates are available for eligible vehicles purchased or leased both in and outside of the Commonwealth. Vehicles obtained outside of the Commonwealth must be registered in Massachusetts within 90 days of purchase or lease.
3. Rebate recipients must retain ownership of the vehicle for a minimum of 36 consecutive months from the vehicle purchase or lease date. Resale of a MOR-EV vehicle for financial gain within 36 months is prohibited
   1. For purchases, the new vehicle must maintain registration with the RMV for a minimum of 36 consecutive months for use in Massachusetts.
   2. For leases, the lease term must be at least 36 months for program eligibility.
4. Rebate recipients must not make or allow any modifications to the vehicle's emissions control systems, hardware, or software calibrations.
5. Rebate recipients must agree that that any emission reductions generated by the purchased vehicle will not be used as marketable emission reduction credits, to offset any emission reduction obligation of any person, or to generate a compliance extension or extra credit for determining regulatory compliance.

Income-qualifying applicants can also apply for an additional rebate of $1,500 through MOR-EV+.

Vehicle Eligibility:

1. To qualify for a rebate, the new vehicle must be on the eligible vehicle list. To learn more about adding a vehicle to the eligible vehicle list, please review our FAQs.
2. The Total MSRP must be $55,000 or less.

Application for MOR-EV Standard

There are two methods of redeeming a MOR-EV Standard rebate:

1. Rebate at the point of sale: Bring your qualifying documents to a participating dealer to have the rebate amount applied to your purchase or lease of a new eligible vehicle.

Required documentation for point of sale purchase/lease rebate applications:

• Individuals: a copy of a Massachusetts driver's license or other valid form of Massachusetts residency as approved by the Administrator.
• Businesses or non-profit organizations: a copy of a local business license, articles of incorporation, articles of organization, statement of information, or other formation document filed with the Massachusetts Secretary of State.
• A copy of the Applicant Terms & Conditions is required to be signed at the dealership for the point-of-sale program (to be provided by dealer)
• A Rebate Transfer Acknowledgement Form is required to be signed at the dealership for the point-of-sale program (to be provided by dealer)

Participating dealerships will submit copies of qualifying documents along with other required documentation on behalf of the rebate recipient and subtract the rebate amount at the time of purchase or lease.

2. Rebate After Purchase or Lease: Apply online and submit the required documentation within 90 days of purchasing or leasing an eligible new vehicle to receive your MOR-EV rebate check by mail.

Required documentation for post-purchase/lease rebate applications:

• A copy of the Massachusetts registration certificate for the vehicle
• A copy of the final sales or lease contract with an itemization of credits, discounts, and incentives received
• Proof of Residency: If applying as an individual, a copy of a Massachusetts driver's license or other valid form of Massachusetts residency as approved by the Administrator. If applying as an organization such as a business or nonprofit: a copy of a local business license, articles of incorporation, articles of organization, statement of information, or other formation document filed with the Massachusetts Secretary of State.

For eligible vehicles purchased or leased prior to the launch of the point-of-sale rebate program, vehicles that are not acquired at a participating MOR-EV dealership, or vehicles acquired outside of the Commonwealth, the purchaser or lessee must submit a MOR-EV application and supporting documents within 90 days of the vehicle purchase or lease date, after taking possession of the vehicle, and prior to exhaustion of available rebate funds.

MOR-EV+

Eligibility for MOR-EV+

Applicants interested in combining MOR-EV+ with a MOR-EV Standard or MOR-EV Used rebate for eligible new or used vehicles, must participate in one of the following income-qualifying assistance programs:

• Residential Assistance for Families in Transition (RAFT)
• Prescription Drug Assistance
• Child Care Financial Assistance (CCFA)
• Mass Save Income Eligible Programs
• Supplemental Nutrition Assistance Program (SNAP)
• Massachusetts Rental Voucher Program (MRVP)
• Low-Income Home Energy Assistance PROGRAM (LIHEAP)
• Massachusetts Health Connector
• Supplemental Security Income (SSI)
• State Supplement Program
• Mass Health
• Massachusetts Transitional Aid to Families with Dependent Children (TAFDC)
• Low-Income Weatherization Assistance Program (LIWAP)
• Emergency Aid to the Elderly, Disabled, and Children (EAEDC)
• Section A8 Housing Choice Voucher Program (HCVP)
• Women, Infants, and Children Program Nutrition Program (WIC)
• Veterans Programs (Chapter 115 Benefits)
• Veterans Dependency and Indemnity Compensation (DIC) Surviving Parent
• Veterans Affairs Non-Service-Connected Pension (VANSCP)

Application for MOR-EV+

There are two methods of redeeming a MOR-EV+ rebate adder:

1. Prequalification & rebate at the point of sale: Apply online for a prequalification voucher and bring your approved voucher to a participating dealership to have the rebate amount applied to your purchase or lease of an eligible new or used vehicle. Prequalification vouchers must be redeemed within 6 months. Vouchers not redeemed within 6 months of approval will expire and applicants will need to re-apply.           
   
   Required documentation for the prequalification voucher:

   • Copy of a Massachusetts driver's license or other valid form of Massachusetts residency as approved by the Administrator.
   • Document confirming participation in one of the income-qualifying programs outlined in Eligibility & Requirements. For questions about acceptable documentation for these income-qualifying programs, please review the MOR-EV Guideline or contact the Program Administrator.

   Required documentation at the dealership:

   • Copy of the approved prequalification voucher
   • Required documents for the MOR-EV Standard or MOR-EV Used vehicle rebate.
   • Participating dealerships will submit copies of qualifying documents along with other required documentation on behalf of the rebate recipient and subtract the rebate amount at the time of purchase or lease.

2. Rebate After Purchase: Income-qualifying applicants may apply online within 90 days of purchasing or leasing an eligible vehicle to receive an additional $1,500 MOR-EV+ rebate check by mail.           
   
   Note: Eligible residents that purchased or leased a qualifying new or used light-duty electric vehicle (EV) or fuel-cell electric vehicle (FCEV) on or after November 10, 2022 have until November 6, 2023 to apply for the MOR-EV+.
