MOR-EV Standard
Eligible applicants must meet requirements that include, but are not limited to, the following:
- Be a Massachusetts resident, private business or non-profit organization located and licensed to operate in Massachusetts. Governments, public fleets, and other entities are not eligible to apply.
- Retain ownership of the vehicle for a minimum of 36 consecutive months immediately after the vehicle purchase or lease date, including maintaining vehicle registration for 36 consecutive months with the Massachusetts Registry of Motor Vehicles. Lease terms of at least 36 months are required for program eligibility.
MOR-EV Used
- Be a Massachusetts resident
- • Participate in one of the following approved income-qualifying programs:
- Residential Assistance for Families in Transition (RAFT)
- Prescription Drug Assistance
- Child Care Financial Assistance (CCFA)
- Mass Save Income Eligible Programs
- Supplemental Nutrition Assistance Program (SNAP)
- Massachusetts Rental Voucher Program (MRVP)
- Low-Income Home Energy Assistance PROGRAM (LIHEAP)
- Massachusetts Health Connector
- Massachusetts Health Safety Network
- Supplemental Security Income (SSI)
- State Supplement Program
- Mass Health
- Massachusetts Transitional Aid to Families with Dependent Children (TAFDC)
- Low-Income Weatherization Assistance Program (LIWAP)
- Emergency Aid to the Elderly, Disabled, and Children (EAEDC)
- Section A8 Housing Choice Voucher Program (HCVP)
- Women, Infants, and Children Program Nutrition Program (WIC)
- Veterans Programs (Chapter 115 Benefits)
- Veterans Dependency and Indemnity Compensation (DIC) Surviving Parent
- Veterans Affairs Non-Service Connected Pension (VANSCP)
or
- Have a modified adjusted gross income (AGI) not to exceed:
- $150,000 for married filing jointly or a surviving spouse
- $112,500 for heads of households
- $75,000 for all other filers
- Retain ownership of the vehicle for a minimum of 36 consecutive months immediately after the vehicle purchase date, including maintaining vehicle registration for 36 consecutive months with the Massachusetts Registry of Motor Vehicles.

- Be a Massachusetts resident

MOR-EV Trade-In
Massachusetts residents may qualify for the MOR-EV Trade-In rebate when purchasing or leasing an eligible EV and trading-in a qualifying internal combustion engine vehicle (ICEV) at the same time. Please review the MOR-EV Trade-In Eligibility & Requirements for further details.
MOR-EV Trucks – Pick-ups & Class 2b
- Be one of the following:
- Massachusetts resident
- Private business licensed to do business in Massachusetts
- Non-profit organization licensed to operate in Massachusetts
- Educational institution, such as a school, college and university
- Local, Municipal and State government or department
- Retain ownership of the vehicle for a minimum of 36 consecutive months immediately after the vehicle purchase or lease date, including maintaining vehicle registration for 36 consecutive months with the Massachusetts Registry of Motor Vehicles. Lease terms of at least 36 months are required for program eligibility.
MOR-EV Trucks – Class 3-8
- Be one of the following:
- Massachusetts resident
- Private business licensed to do business in Massachusetts
- Non-profit organization licensed to operate in Massachusetts
- Educational institution, such as a school, college and university
- Local, Municipal and State government or department
- Retain ownership of the vehicle for a minimum of 48 consecutive months immediately after the vehicle purchase or lease date, including maintaining vehicle registration for 48 consecutive months with the Massachusetts Registry of Motor Vehicles. Lease terms of at least 48 months are required for program eligibility.
