What is MOR-EV?

Massachusetts has ambitious goals for reducing its transportation-related air pollution and greenhouse gas emissions. The Massachusetts Offers Rebates for Electric Vehicles (MOR-EV) program makes electric vehicles (EVs) more affordable for Massachusetts residents, businesses, and non-profit organizations providing more equitable access to EVs.

Funded by the Executive Office of Energy and Environmental Affairs’ Department of Energy Resources (DOER) and administered statewide by the Center for Sustainable Energy (CSE), MOR-EV provides several different rebates as described below:

MOR-EV Standard

A $3,500 rebate for the purchase or lease of eligible new light-duty battery electric vehicles (BEV) and fuel-cell electric vehicles (FCEV) with a Total MSRP of $55,000 or less. This rebate is available to Massachusetts residents, and businesses and non-profit organizations licensed to operate in the Commonwealth.

MOR-EV Used

A $3,500 rebate for the purchase of eligible used light-duty battery electric vehicles (BEV) and fuel-cell electric vehicles (FCEVs) with a Final Purchase Price of $40,000 or less. This rebate is available to Massachusetts residents participating in one of the approved income-qualifying programs or who have a modified adjusted gross income (AGI) below the following thresholds:

  • $150,000 for married filing jointly or a surviving spouse
  • $112,500 for heads of households
  • $75,000 for all other filers

MOR-EV+

MOR-EV+ is an additional $1,500 rebate on top of the MOR-EV Standard rebate, MOR-EV Used rebate or MOR-EV Trucks rebate. This rebate is available to Massachusetts residents participating in one of the approved income-qualifying programs.

MOR-EV Trade-In

MOR-EV Trade-In is an additional $1,000 rebate on top of the MOR-EV Standard rebate, MOR-EV Used rebate or MOR-EV+ rebate. This rebate is available to Massachusetts residents who have purchased or leased an eligible EV on or after August 8, 2023 and traded in a qualified internal combustion engine vehicle (ICEV) at that time. MOR-EV Trucks

Pick-ups & Class 2b

MOR-EV Trucks offers $7,500 rebates for the purchase or lease of eligible new on-road battery electric or fuel-cell electric pick-up trucks with a GVWR between 6,001 and 10,000 pounds or a new on-road battery electric or fuel-cell electric vehicle of any body type with a GVWR between 8,501-10,000 pounds with a Total MSRP of $80,000 or less. This rebate is available to Massachusetts residents, and businesses and non-profit organizations licensed to operate in the Commonwealth as well as educational institutions and government entities.

Class 3-8

MOR-EV Trucks incentivizes purchases and leases of a variety of medium- and heavy-duty battery electric and fuel cell electric trucks, buses and vans. This is a voucher program with rebates up to $90,000 for the purchase or lease of an eligible new on-road battery electric or fuel-cell electric medium-duty and heavy-duty vehicles with a GVWR above 10,000 pounds and a Total MSRP below $2,000,000. This program is available to Massachusetts residents, and businesses and non-profit organizations licensed to operate in the Commonwealth as well as educational institutions and government entities. An additional 10% rebate adder may be available for eligible medium- and heavy-duty vehicles that meet the state’s Environmental Justice Population requirements.
