Vehicle manufacturers (OEMs) must meet a number of program requirements for MOR-EV program eligibility. Generally, a vehicle is not eligible to participate in MOR-EV for one of these reasons:

• It does not meet the ZEV definition. Plug-In Hybrid Vehicles no longer qualify for the program as of July 1, 2023.
• It does not meet the approved California Air Resources Board certification requirements.
• It does not meet the purchase price requirements of MOR-EV Standard, MOR-EV Used, MOR-EV Trucks or MOR-EV Medium-Duty and Heavy-Duty

If funds are available when a final application and supporting documents are submitted, the rebate amount will be reserved. If all the requirements are met, the applicant will receive the rebate. MOR-EV rebates for eligible vehicles over 10,000 pounds GVWR must be reserved through a MOR-EV voucher application that is submitted and approved prior to the delivery of the vehicle. Rebate funds are reserved at the time of a voucher application submission for the duration of time enumerated on the issued voucher. For more information, review the Trucks application process. All funds are allocated on a first-come, first-served basis.

Participating dealers will be paid via ACH to expedite the reimbursement process. Once an application is approved, payment is sent to the dealership within 30 days. Unexpected processing delays may occur.
